Professionalising Investigation Programme (PIP)
PIP is a major business change programme that will deliver the capability to conduct professional investigations. It is not just about delivering training to staff who are about to enter the service or start in a new investigative role. It will encompass investigators of all ranks ensuring that they remain competent to practice throughout their service. The full implementation of the programme will add value to the quality of service we provide to victims and witnesses and our partners in the Criminal Justice System by providing definitive benchmarks of competent investigative and interviewing performance. In March 2007 ACPO cabinet formally endorsed the standards and timescales for the phased implementation of the programme which is now well underway. The handover to business as usual is due on March 2009. The current programme consists of three projects in association with key partners from ACPO (Crime Business Area) and Skills for Justice: We have worked with Skills for Justice to draft a number of new National Occupational Standards which cover the supervision and management of investigators and investigations. We are conducting a consultation exercise and would like your feedback to establish whether they are suitable, and accurately reflect the knowledge, skills and understanding required by individuals to effectively supervise and manage investigations. The standards apply to the supervision and management of volume and priority and serious and complex investigations and cover Levels 1 and 2 of PIP. They do not apply to PIP Level 3 Management of major investigations. Copies of the new standards and feedback forms are available to download on Draft Occupational Standards. The closing date for submitting feedback is Friday 3rd October 2008.
PIP is aimed at police officers and staff whose role involves them conducting or managing investigations, conducting interviews with victims and witnesses, and interviewing suspects. The development and maintenance of investigative skills is at the heart of the programme.
