PIP Implementation

The Assisted Implementation Team are available to assist all forces in the implementation of PIP.

Image figure in hoodie looking suspiciousPIP is intended to lead to increased professionalism of investigators, and establish a structured, professional approach to investigation. The programme aims to introduce a registration process for investigators who demonstrate they meet competence based standards as described in the National Occupational Standards (NOS) for investigation.



The team will:

  • Produce an implementation support plan (ISP), to ensure the standards needed to apply codes and guidance are evident in the workplace.
  • Support the implementation of NPIA work programmes, providing detailed planning and ongoing assistance where requested.
  • Conduct assessments of individual forces' capability to implement the standards and provide a national overview
  • Ensure effective consultative and support mechanisms are available.
  • Undertake peer reviews to track and support implementation progress.
  • Identify, recover and disseminate good practice.
  • Report progress to the ACPO sponsor, and other interested parties, at the conclusion of the peer reviews and project closure.

The PIP Implementation Support Plan (ISP)

The ISP has been developed following consultation with the ACPO sponsor, experts and practitioners from the Service and with due regard to professional practice, doctrine and other relevant references. The aim is to provide a consistent interpretation of standards nationally and to aid local implementation.

The ISP details high level critical elements of the assets required to implement the subject matter and the end to end strategic process. The critical elements are underpinned by standards against which implementation progress can be measured.

Implementation Timetable

The standards within the Implementation Support Plan can be implemented incrementally inline with the timescales shown:

Support from the Team

Ongoing support will be provided by the Assisted Implementation Team and includes:

  • Delivering presentations to local, regional and national groups
  • Attending force and regional meetings
  • Providing ongoing advice and guidance

Implementation is subject to periodic peer reviews to gauge national progress and identify specific implementation issues that may require additional support.

NB. In light of the revision of the investigation standards the new reference numbers have been added to the Assessment Guides with the old references in brackets. The Guides will need updating to take account of the minor changes but until then can still be used as they are already very close in content to the revised version of the relevant NOS, having been based on a late draft.

Revised National Occupational Standards  (NOS)

Below are the revised NOS for Investigation, which have now been ratified through the Qualifications and Curriculum Authority and will in due course be visible within the Integrated Competency Framework managed by Skills for Justice on behalf of the service. 

NB. The revised versions should not be used for assessment of IPLDP until such time they have been integrated into the SOLAP.

The same guidance applies to their use within the ICIDP and SIODP, pending updating of the assessment portfolios within these programmes. This will not affect the ongoing assessment within existing programmes and it is recommended that students continue to use the portfolio they were issued with on induction.

Frequently Asked Questions

Level 1
Q Why do current investigators at Level 1 (volume and priority crime) need to demonstrate they are competent?

A. In the past they have been trained but never assessed against the current national occupational standards (NOS) for investigation. This does not pose any problem to the vast majority of Level 1 investigators as they should be able to evidence this as a result of everyday investigations that they undertake. It should ideally form part of PDR.

Where areas for development are highlighted it provides an opportunity to refresh knowledge and application of investigation skills.

Level 2
Q. I attended a national detective training programme in the past. How can I evidence I am a Level 2 investigator?

A. Through the process of assessment, ideally through PDR, against the NOS for Level 2. Whilst past investigations can be used this is probably the hardest way of finding evidence - trawling through old case files - far better to use a job you are working on or will likely pick up shortly!

Level 3
Q. I have completed the SIO programme and am currently a DCI on the national SIO register. I am concerned that if I move sideways into an intelligence role I will lose my SIO registration and have to start all over again in a couple of years.

A. Once on the register you will neve lose your registration, you will be deemed inactive in that role until such time as you return to the SIO role and begin submitting evidence of activity and CPD as an SIO.
