Police Information Systems Strategy

Will map the next generation of information management for the police service, by co-ordinating the design, development, purchase and deployment of compatible IT systems.

As the strategy takes an information led approach, realisation of its goals will be achieved by the IMPACT PND programme. Additionally, Workforce Modernisation is taking forward the ISS4PS policies..

Workshops will be taking place in Q1 2008 to agree a plan to introduce the strategy through the IMPACT programme. The IMPACT programme is also contributing assets to the strategy by way of central services, data standards, design 'blueprints' and best practice in using enterprise architecture assets in procurement.

Following the publication of Sir Ronnie Flanagan's Review of Policing the CIO of the NPIA has been commissioned to carry out a review of fundamental issues relating to the delivery of information systems in the police service. The report to the National policing Board in May 2008 is expected to initiative further reform of delivery of police information systems.

The Benefits

  • Optimised Information System investment to meet operational requirements
  • Providing police and civilian staff with the tools they want and need, especially in reducing re-keying of information between separate IT systems as identified in the Flanagan Report
  • IMPACT PND will lead on national information sharing, implementing the recommendations of the Bichard Enquiry yielding improved decision making by investigators
  • Improvements in the acquisition, development and operation of ICT solutions, meeting expectation for achieving quality, timeliness and budget targets
  • Forces acquire shared ICT services based upon a Service Oriented Architecture (SOA) approach to delivering information management capabilities
  • Interoperability with the Criminal Justice partners, 'joining up' the justice process.

Further Information

Volume 1: Understanding ISS4PS

Explains what the strategy contains, and what the Policing benefits are. It provides the policies that underpin the strategy and outlines the direction police ICT needs to take.

This will be of special interest to those responsible for policy in the Home Office and the Police Service; all Chief Constables and IT Directors; and key decision makers in partner agencies, especially those within the criminal justice community.

Volume 2: Implementing ISS4PS

Volume 2 of ISS4PS and the associated standards (Style Guide, CorDM, CorXML, SMART, CLMS) and annexes and communities of practice ITIL are for IS professionals who specify, acquire, develop and operate information systems. It contains standards and associated reference material for use in designing and procuring IT products and services. In particular:

  1. The IS capabilities required to support doctrine, business processes and the supporting services.
  2. The target IS Architecture, which articulates in greater detail the migration path from the 'as is' to the 'to be' position for the Police IS portfolio.
  3. An increasing breadth and depth of assets covering topics such as methods and tools, data representation standards, software ergonomics, implementation guidelines and practical examples for IS professionals.

The NPIA, through the Architecture and Standards Unit and the Technical Design Authority can advise and guide on all aspects of the strategy and its implementation.
