HPDS Programme Details
Scheme members will follow a bespoke course designed and delivered in collaboration with Warwick Businesses School. They will be exposed to leading edge thinking concerning the policing, business and executive skills needed to succeed both now and in the future. The programme will consist of six three-day modules based either at Warwick or NPIA sites: Each module has an assessed piece of work directly related to, or, based in the workplace. Delegates will be part of an action learning set and take part in master classes during the programme. They will be assigned a development adviser and have the opportunity to undertake various attachments. At the end of the two year period delegates will undertake a workplace related dissertation. Successful completion of this work leads to the award of Post Graduate Diploma in Police Leadership. The highest performers will be invited to progress to a Masters qualification. Those officers who progress to the second part of HPDS will undertake a development programme leading to a Masters qualification. This will include both residential modules and a substantial piece of research which is relevant and beneficial to their force or the wider service. The residential modules will cover the following topics: At the end of the 5th year, all delegates remaining on the scheme will exit in their current rank. HPDS officers are subject to a specific provision in the police promotion regulations which means that they are to be promoted as soon as they satisfy the Chief Officer that they are competent in the new rank. This can speed up their progression as they do not have to wait for a vacancy to become available. Continuous Assessment - Years 3 - 4
Those who successfully complete the diploma will then undertake a period of professional consolidation where they will apply their learning in force. During this period members will be subject to regular assessment and will be expected to demonstrate their potential to reach chief officer level. The nature and duration of this part of the programme will vary according to the needs of delegates but it will ensure that they experience alternative approaches to leadership and management issues.
