Ciaran leads the NPIA team responsible for designing, delivering and quality assuring national recruitment assessment and selection for the police service. He is based at NPIA's site in Harrogate, North Yorkshire. The award recognises Ciaran's dedicated service to policing over 15 years. The award specifically acknowledges his role in the design and implementation of the National Police Recruit Assessment process and the management of the Objective Structured Performance Related Examination (OSPRE®) promotion system used across the police service. It also recognises his contribution to the introduction of the Initial Police Learning and Development Programme (IPLDP) that develops new police officers. Ciaran said: "I am obviously delighted to have been recognised for my services to policing. It is a great honour that came completely out of the blue. "Over the years, I have been fortunate to have worked with some extremely talented and forward thinking people and appreciate the belief, commitment and professionalism shown by all those involved with the development and delivery of products and services within the NPIA and across policing." Notes to editors Ciaran was appointed Head of Examinations and Assessment in 2001. Since then he has been involved in the development and implementation of major national initiatives around recruitment, selection, learning, development and leadership. These include the National Recruitment Assessment Centre, national recruitment and assessment of Police Community Support Officers (PCSOs) and police investigators.

Ciaran is a psychologist with 15 years experience in recruitment, assessment and leadership development within the police service. He graduated from the University of Ulster in 1992 with a BSc in Applied Psychology and an MSc in Occupational Psychology from Birkbeck College, University of London in 1996.

On joining the Police Staff College as a psychologist, Ciaran provided a wide range of occupational psychology consultancy services to all the forces across the UK ranging from designing recruitment processes to assisting police authorities in appointing chief officers.
