Police Promotion Framework

Since 1 April 2009 a new trial of the National Police Promotion Framework has been underway. This builds on the work from the original Police Promotions Trial which incorporated work based assessment and it has the support of the Association of Chief Police Officers, the Association of Police Authorities, the Police Federation, the Superintendents Association and Her Majesty's Inspectorate of Constabulary. The Minister for Policing has given his approval for Avon and Somerset Constabulary, North Wales Police and West Midlands Police to join the two year trial . These additional police forces will test the earlier stages of the licensing system and allow for the collection of information on start up costs. Together with the original seven trial forces (Bedfordshire, Hertfordshire, Leicestershire, Merseyside, the Metropolitan Police Service, Sussex and Thames Valley) they will provide a large pool of candidates for meaningful data analysis. Developments in NPPF Work-based Assessment In February 2010 the NPPF Project Board met to discuss and agree National Occupational Standards for the trial of the National Police Promotion Framework. To improve quality and standardisation nationally, forces will have to comply with a licensing system to run the National Police Promotion Framework. Compliance against this will be reviewed by the Police Promotion Examinations Board (PPEB). Forces will be given support to achieve their Confirmed Licenses within a timely period. The PPEB wants to ensure that good quality data can be collected at each stage of the Promotion Framework. We have introduced a new software system that will ensure data is analysed centrally. The NPIA and PPEB is continuing to work with stakeholders and police diversity staff support groups to ensure a fair and defensible process is put in place. Forces involved with the trial must use a PDR based on the principles of Home Office Circular 14/2003 (The principles can be found in the Licensing System Document 1 - Force Registration) and provide PDR training for all line managers. PDRs will be subject to a validation process before a Confirmed License can be granted to ensure they meet the criteria. We will be working with the three new forces through the registration process and towards gaining their interim license.
