RIPA Authorising Officers Course

Who Should Attend?


This course is aimed at Superintendents or equivalent grades who are engaged in authorising activity under the Regulation of Investigatory Powers Act 2000, primarily Directed Surveillance and Covert Human Intelligence Source (CHIS) activity.

Course / Module entry requirements


Students are expected to have a working knowledge of RIPA, Human Rights Act, Part 3 Police Act 1997, ACPO National Minimum Standards (CHIS and Surveillance), Codes of Practice (CHIS and Surveillance), CPIA 1996, Diversity, Health and Safety.

Assessment process / accreditation details

No formal assessment process. The course is accredited to Level 5 of the NSWG Training Standards and meets the relevant Skills for Justice Competencies.

Overview


This is a five day course aimed at Superintendents or equivalent grades who are required to authorise covert activity under RIPA 2000.

Aims


To enable participants to authorise covert CHIS and surveillance activity in accordance with current legislation and policy.

Objectives


  • State the key pieces of legislation that relate to the role of AO
  • Assess the potential implications of Human Rights Act 1998 on surveillance and CHIS
  • Identify the relevant policy documents required to perform role of AO
  • Consider the operational impact of current legislation, policies and procedures
  • Respond effectively to request for authorisations
  • Monitor and review authorisations in accordance with current policies
  • Discuss the importance of keeping accurate records
  • Apply the correct criteria for authorisations in practical situations
  • Explain decisions confidently and correctly in any legal proceedings.
