Senior Investigating Officers Development Programme - Initial Course

Who Should Attend?


Chief Officers should ensure that candidates undergo a selection process that examines their suitability to perform the role of SIO

Candidates MUST;

  • be of substantive Inspector rank, or above
  • have access to the investigation of major crime
  • be PIP Level 2 competent
  • have attended a HOLMES2 read only course
  • have completed in-force diversity training.

Course / Module entry requirements


Candidates must have:

  • Attended HOLMES 2 read only course
  • Access to the investigation of major crime in their current role
  • Completed in-force diversity training, emanating from the recommendations of the Stephen Lawrence Inquiry Report by Sir William Macpherson, into the death of Stephen Lawrence.
Candidates must be able to:

  • Provide evidence of their ability to manage and lead teams
  • Demonstrate their ability to communicate with diverse groups (eg. the media, communities, external agencies)
  • Provide evidence of recent investigative experience. Chief Officers should ensure that candidates undergo a selection process that examines their suitability to perform the role of SIO, whilst ensuring that candidates have access to work in the area of major crime investigation.

3 week residential course involving lectures and practical exercises based on a case study.

Assessment process / accreditation details

Self assessment during the course resulting in an action plan. Return to the workplace where candidates are assessed against a PDP of National Occupational Standards.

Additional Information

Suitable outdoor clothing, needed to visit an outdoor crime scene, required in the second week.

Overview


The programme is developed to National Occupational Standards (NOS), that describe the SIO role profile and includes a three week training course.

This course is underpinned by  Practice Advice on Core Investigative Doctrine and is structured as a reactive based homicide investigation.

The course is case study based for the entire three weeks and explores the practical, legal and managerial issues around a reactive investigation.

Diversity issues are built into the case study and are dealt with throughout.

Aims


To develop the existing skills of Senior Investigating Officers so that they can manage and co-ordinate investigations of major crime in accordance with National Protocols and National Occupational Standards.

Objectives


At the end of the programme, Level 3 Investigators will be able to:

  • Apply a robust and universal investigative methodology to the management of major crime investigations
  • Demonstrate the effective management of the initial response to major investigations
  • Recognise the benefits of the involvement of individuals, families and communities to major crime investigations
  • Demonstrate effective and efficient resource management
  • Co-ordinate the gathering of material (information, intelligence and evidence) to support major crime investigations
  • Co-ordinate the effective recording and retention of material for use in major crime investigations
  • Demonstrate the accountability by recording investigative decisions
  • Use advances in forensic science to support major crime investigations
  • Justify decision and actions in proceedings
  • Review decisions in light of emerging facts
  • Demonstrate effective evaluation of the performance of self and of the investigation team.
