The role of a Development Adviser is to:

  • Support the career development of chief police officers, superintendents and equivalent police staff to the highest leadership positions in the service
  • Carry out an assessment of developmental needs, establish bespoke personal development plans, support and facilitate the fulfillment of personal development plans (PDPs)
  • Advise on future roles in the service, with emphasis on the development of leadership qualities
  • Work flexibly to ensure that each client receives the best possible support

All our advisers have been chosen because of their track record in senior and top management development from a wide range of sectors including the Police, the Public sector and commercial industry. All have shown a strong personal commitment to promoting diversity.

Advisers will not, in most cases, act directly as executive coaches or as mentors. Their role is to support clients in executing their PDP and to help them access the services they need to develop.

We cannot guarantee to link a particular adviser, but we will try to take into account any preferences, provided it is reasonable to do so.

Development Advisers

Kris Bush MSc CPsychol MCIPD

Kris is a qualified coach and chartered occupational psychologist.  She has extensive experience of coaching individuals and teams mainly in the public and voluntary sector.  Her work is underpinned by her knowledge of psychology and is linked to the needs of her clients and their organisations.
 
She has worked with leaders in a wide range of organisations, particularly those with an emphasis on partnership working and with multiple stakeholders.  Kris has coached senior leaders in the Cabinet Office, Prime Minister's Delivery Unit and Capability Review Teams, Home Office, OFT, Scottish Government, ACAS and ACEVO.  

She has worked as an executive coach supporting delegates on the Strategic Command Course in 2007 and 2008 and is an associate of the Jill Dando Institute of Crime Science based at University College London.

Keith Cullen

Keith has a great deal of practical experience in supporting the improvement of personal and team performance at executive level, and in the design and facilitation of leadership development programmes.

Most recently he has worked with the Police Strategic Command Course, the CENTREX PDP Advisory Service and with Leadership Development programmes within both public and private sector companies, assisting existing and potential Chief Executives and Senior Managers.

He specialises in the development of emotionally intelligent leadership supported by the effective use of Professional Development Planning.

Avi Franks

Avi has over 15 years' experience working in the fields of organisational consultancy, assessment, leadership development, and coaching.   He started his career as a public relations consultant within the Saatchi & Saatchi Group before going on to train in psychology.  Since then he has worked alongside individuals in the public, private and third sectors to achieve their personal, professional and leadership potential.

Prior to joining NSCAS, Avi was employed by the National Offender Management Service (NOMS) as a leadership development consultant.  He contributed to the organisation's leadership strategy and was responsible for the professional development of both operational and non-operational senior leaders.

Drawing on evidence-based theory and practice, Avi is focused, pragmatic and business-like, placing clients' development needs and aspirations firmly at the centre of the coaching relationship. He emphasises the importance of self-awareness as a pre-requisite for responsible leadership, which is clearly reflected in his approach to developmental coaching.

Avi is a chartered psychologist.  He is a member of The British Psychological Society, The Society for Coaching Psychology, and is an associate member of the Chartered Institute of Personnel and Development.

Patrick Hibbin

Patrick is an executive and leadership development coach, combining experience in the public and private sectors. He is a Chartered Fellow of C.I.P.D. and a Member of the Institute of Directors; Chartered Management Institute; Association for Coaching and Oxford University Business Alumni

Patrick graduated from Oxford University and has a post-graduate qualification in management. He is a qualified coach, mentor and NLP Practitioner. In addition, he holds Diplomas in Performance Coaching, Business Excellence and Career Guidance.   

In his early career he was an Assistant Education Officer holding responsibility for 120 educational establishments. His private sector experience has involved leadership in such positions as Chief Executive for CMS Training; International Managing Director and Country Manager (Romania) for the Training and Business Group; Managing Director for Mowlem Training. Patrick's most recent experience was as Postgraduate Career Development Adviser working with Executive MBAs in a number of European Business Schools.

Patrick has over 30 years' experience of managing change, helping people to reach their full potential and enabling teams to flourish. He is passionate about increasing the effectiveness and enhancing the lives of others and describes his coaching as generous listening, powerful questioning and authentic speaking - leading to transformational behaviour.

Ranjit Manghnani

Ranjit's first career was in the Merchant Navy where he qualified as a Foreign Going Ship Master Mariner. He has been an Assistant Chief Constable and worked as a Syndicate Director for the Strategic Command Course, 2004 and 2005. He has a Masters degree in Education, a Masters in Applied Criminology (Cambridge University) and a Doctorate in Change Management. 

Ranjit is a qualified Executive Coach and Mentor and has continuously developed his own knowledge and skills. Ranjit has been Centrex (Bramshill) ACPO Race and Diversity champion and has given evidence to the House of Commons Home Affairs Committee on policing in the 21st century. He has coached and mentored senior police officers and executives both nationally and internationally. 

Ranjit speaks fluent Hindi, Urdu and has working knowledge of Japanese language.

Lyn Stansfield

Lyn Stansfield is a Chartered Human Resource Management practitioner, executive coach, management consultant and academic, who has worked extensively across the public, private and voluntary sectors. She is a dedicated professional with over 30 years' experience in HR and executive development, and with a passion for excellence in practice.

Lyn has degrees in law and psychology and a Masters in applied psychology; she is a Chartered Fellow of the CIPD, Graduate Member of the British Psychological Society, Member of the Chartered Management Institute, Fellow of the Higher Education Academy and a member of the European Mentoring and Coaching Council. She has written several articles on management self-development.

Having gained senior leadership experience through working with several prestigious organisations and coaching many senior leaders, mostly in the public sector, Lyn joined NSCAS in January 2006. She offers bespoke career and leadership development advice to senior police officers and staff, employing a wide range of methods and an executive coaching style in order to help her clients devise, plan, implement and evaluate their personal and professional leadership development so they are  better equipped to meet the challenges of 21st century policing.

Estelle Thistleton

Estelle  is a specialist in senior development. A Fellow of The Institutes of Learning and Teaching in Higher Education and Leadership and Management, where she is also an accredited  post graduate tutor in Executive Mentoring and Leadership Coaching.

Prior to joining us, she advised on the development of senior police officers and staff, and gained extensive experience in business, higher education and the NHS having had careers as a nurse, senior manager,  lecturer in higher education, and as a consultant in organisation development.

Estelle has chaired Cardiff and District NHS Trust and served as director and non executive director on several NHS Boards. She is passionate about leadership and has facilitated the professional development of hundreds of senior leaders in the private and public sectors, through a variety of coaching, action learning, team and personal development interventions.

Examples of clients include the most senior leaders in UK Universities,  senior civil servants in central and devolved government departments and entrepreneurs, including several winners of Businesswoman of the Year awards. Estelle is particularly sensitive to issues of diversity and encouraging difference in organisational culture, through her professional practice she aims to intervene in ways that can positively influence diversity in the police service.

Fiona Eldridge

Fiona Eldridge is a respected coach with personal Board level experience in both the public and private sectors.  Fiona is currently a non executive Director for NHS Professionals and NHS Haringey.  In addition she is non executive Chairman of Teaching Personnel.  She has extensive experience of strategic planning, project and change management, and demonstrable experience of working with organisations to increase efficiency, productivity and profitability.

Fiona also has experience of policy development in collaboration with Central and Local Government to effect change and in educational and professional matters at a national level.

In her coaching practice Fiona works with senior leaders in the public and private sectors.  She is a fully qualified Neuro Linguistic Programming (NLP) trainer and has developed and delivered training to public and private sector clients.

Together with Dr Sabine Dembkowski she developed The Achieve Coaching Model® which was published in the International Journal of Mentoring and Coaching.  Recently she co-authored "The Seven Steps of Effective Executive Coaching' which attracted very favourable reviews in the Coaching and HR community and support from Sir John Whitmore, developer of the well-known GROW model of coaching.

Annie Medcalf

Annie has over 20 years experience as a development professional, working as an organisational consultant and executive coach.  She has also worked as a lecturer and a trainer of coaches and line managers.  Annie's likes to work with people within their organisation, developing approaches which are relevant, acceptable and sustainable. Her work involves trying to make a contribution to the health and success of the whole organisation by helping individuals and teams articulate and realise their goals and targets. 

Annie's extensive knowledge of a wide number of organisations is supported by a PhD in Organisational Change. Annie has worked in the private sector (automotive, financial services, food manufacturing, marketing, telecomms industries), the public sector (NOMs, the NHS), the education sector (universities and schools) and the voluntary sector (she has made over 30 work visits to sub-Saharan Africa).

She has qualifications in Executive Coaching and Coaching Psychology with sound business experience underpinned by an MBA from the Open University. She likes to work with clients who focus on their values as well as their targets and objectives.

She works hard to achieve and sustain a good work/life balance in her own life, enjoying outdoor swimming, her allotment complete with chickens, and socialising with food.

Mike Goodwin

Mike Goodwin is a qualified executive coach with extensive experience of public sector leadership. He is committed to maximising potential and is focused on developing 'business skills' and tackling under representation.

Mike served as a Chief Police Officer for eight years in Leicestershire where he introduced a shared Public Sector Leadership Strategy and a joint 'Leadership in Partnership' Programme for senior managers across health, local authorities, emergency services and criminal justice agencies which was highlighted as part of a Cabinet Office Review of Public Sector Leadership ('Whole systems go!' IGPM April 2009)

His previous Police experience was with the Metropolitan Police (1980-1993) and West Midlands Police (1993-2002)

Mike holds an MBA with Distinction from Warwick Business School and is an accredited coach/mentor to WBS Alumni across the private sector. He was appointed an Associate Fellow at Warwick in 2009.
 
Mike is a member of the Institute of Directors and the European Mentoring and Coaching Council. He is also a trained Senior Selection Assessor and was a Syndicate Director on the Strategic Command Course in 2007, 2008 and 2010.
