National Strategy Implementation

Updating forces on issues surrounding the National Strategy for the Special Constabulary

At the 2010 Special Constabulary National Conference, DCC Martin Stuart, Bedfordshire Police, handed over his role as ACPO lead for implementation of the SC National Strategy to ACC Michael Banks, Durham Constabulary.

The Implementation Programme has developed a number of core products since its launch at the 2008 Conference and latest details of each of these will be published shortly here.

With the change in ACPO lead, thought has also been given to potential new core products, as well as how to ensure the existing products are all properly embedded, locally and centrally.

The work of the SC National Strategy Implementation Programme (SCNSIP) is reported in the ACPO Specials Essentials briefings:

What's New

The Special Constabulary Senior Leadership Programme was piloted in January /February 2010 and the feedback was very positive. Comments from delegates include:

"As a direct result of this course, I have learned the value of environmental scanning and available resources"
"Just a quick note to say thank for the excellent course.  It has given me some very useful tools which I believe will have a direct impact on my effectiveness"
"I found this course, trainers and other students enlightening.  It has reinforced my learning and re-invigorated me for the future"

The NPIA have agreed to provide funding for four more programmes in 2010/11 - enabling home office forces to send delegates at no charge. Detail on the programme and dates are available here: SC Senior Leadership Programme overview.

The SCNSIP has also recently published a 'points to consider' document in relation to deployment and tasking of the Special Constabulary. This document is intended for use by appropriate members of a force's special constabulary as a basis for discussion with force deployment decision-makers. SC Deployment: Points to Consider.
