National Strategy Implementation
Following the publication of the National Strategy for the Special Constabulary (SCNSIP) and associated Implementation Advice, an Implementation Programme under the leadership of DCC Martin Stuart of Bedfordshire Police has been established. The Strategy proposes that forces increase their Special Constabulary numbers and invest in them, providing effective leadership and deployment. They are developing a number of core products to supplement the work of individual forces and regions that are being delivered under seven 'workstreams'. The work of the SCNSIP is reported in the ACPO Specials Essentials briefings, issued quarterly: The latest quarterly presentation aimed at highlighting the business case for the Special Constabulary and key developments within the SCNSIP has been developed. This quarter's presentation raises the question of the impact of the Special Constabulary on public confidence. Read previous quarterly presentation. A presentation on the work of the SCNSIP was also given recently to the Special Constabulary Chief Officer conference 9-10 October 2009. Pilots of the national assessment tools have taken place in Cheshire and West Yorkshire and have been very well received. Work is underway on developing a common initial learning programme for the Special Constabulary and a number of forces are currently undertkaing an impact assessment to prepare for a move to the new programme. There are two case studies that have come out of the National Strategy Implementation Programme roll out phase. The first is from Wiltshire Constabulary and details how they effectively tackled a recruitment and morale issue within their Special Constabulary; the second explains how Cheshire Constabulary restructured its Special Constabulary to ensure its rank structure reflected a national rank structure agreed by ACPO in 2004.
