In line with the 2008 green paper proposals to reform and reshape police performance management and the 2009 policing white paper, we offer dedicated advice and assistance to support the performance improvement process.

This includes helping forces subject to adverse comment by Her Majesty's Inspectorate of Constabulary (HMIC), for example as a result of the Police Report Card. The Police Report Card provides an assessment of individual forces in the four aspects of performance that matter most to the public and is available through HMIC's new website mypolice.org.uk

What we can offer

We have access to the best performance management skills, models, guidance, advice and good practice from across the police service.

When you contact us we will agree the most appropriate support based on need, value for money and available resources. We offer a range of services that can be tailored to your needs, including:
  • Draw on and deploy specialists and resources from across the NPIA
  • Deploy core team members and resources from within the Capability Support unit
  • Advise on good practice and provide contact details for successful practitioners in a particular field
  • Establish a mentoring arrangement with a peer
  • Facilitate workshops using case studies so you can discuss issues with peer team members and other specialists
  • Arrange for practitioners from your force to work with peers from other forces to develop their knowledge and skills
  • Arrange and deploy a peer support team into your force to provide support to help address a specific performance issue or a broader intensive programme of support.

How Peer Support Teams work

Capability Support is tailored to meet individual needs and it may be that support from a 'peer team' is the most appropriate.

The NPIA manages a database of peers, accredited by the Improvement and Development Agency (IDeA),  from across the police service. These peers have proven track records in maintaining high levels of performance or driving up and maintaining good performance in areas that have been underperforming.

A dedicated team, led by a member of the NPIA Capability Support unit, will be brought together from other forces and across the agency to provide skills and knowledge to support your specific needs. The desired outcomes and parameters of the support will be agreed at the outset, between the force, NPIA and the Police Authority.

An initial diagnostic phase will look at all relevant issues, from processes and systems to leadership, strategy, organisational capability and partnerships, to ask questions about underlying causes of any performance issue and help develop an improvement plan. Implementation of the improvement plan remains the responsibility of the force, but with support from the NPIA led team.

At an appropriate and agreed time, the NPIA capability support will stop fieldwork but we will continue to provide ongoing support remotely or through further visits as requested.
