
Alan Edwards, who is chairman of the Royal Wolverhampton Hospitals NHS Trust, has been appointed by the Home Office initially for three years, and will receive remuneration of £20,000 per annum from the NPIA. He replaces Ziggi Alexander who stepped down in December 2008. Mr Edwards will join two other Independent Non-Executive members on the NPIA Board, David Marshall and Chris Hughes. Mr Edwards is a qualified prize-winning accountant and a member of the Chartered Institute of Public Finance and Accountancy (CIPFA) and is Chairman of CIPFA's IT panel. In addition to this role on the Board of NPIA he holds one other public appointment of Chairman of the Royal Wolverhampton Hospitals NHS Trust which attracts a salary of £23,500. Commenting on the new appointment, NPIA Board Chairman Peter Holland said: "I am pleased to welcome Alan to the NPIA. The experience he will bring to this role will be a great asset to the NPIA, and will ensure that we continue to improve delivery to policing." Mr Edwards underwent an external selection process comprising application form and interview, in accordance with the Code of the Commissioner for Public Appointments. The recruitment campaign was managed by the Appointments Commission. All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if any declared) to be made public. Mr Edwards has wide experience of working with government organisations to transform service delivery, improve performance and strengthen financial management. Mr Edwards joined KPMG from IBM Business Consulting Services where he was also a Partner and Civil Government Industry Leader. Prior to joining IBM, Mr Edwards was a Partner at PricewaterhouseCoopers and head of their Public Sector CRM practice. 3. 1. The NPIA is a Non-department Public Body (NDPB) funded by the Home Office and the police service. The NPIA is represented on the National Policing Board. The NPIA is a policing organisation acting as a central resource to the police service, working for the Association of Chief Police Officers (ACPO), Association of Police Authorities (APA) and the Home Office to improve the delivery of policing.
