Who Should Attend?

This programme is designed for the development of superintendents in their current role, and for those aspiring for promotion to chief superintendent and ACPO and police staff equivalent.

Course / Module entry requirements

Applications must be sent to National College Police Leadership, Customer Support Team via your Force Training Manager or equivalent and all nominees:

  • Must be superintendent rank or police staff equivalent
  • Ideally have completed the NPIA Foundation for Senior Leaders Programme
  • Have the full backing and support of their chief officer

Course / Module duration

EDHR in Action, Executive Skills and Professional Policing Skills are 4 days long, and the Business Skills module is 5 days long.

Methods of delivery

The modules are delivered using pre-course learning, followed by a workshop with subject matter experts, facilitated discussions, presentations and critical analysis by experienced officers, staff and stakeholders based on developing senarios.

Assessment process / accreditation details

Completion of all modules can contribute towards the following Chartered Management Institute qualification:

  • Level 7 Certificate in Strategic Management and Leadership

Overview

The programme is designed for the development of superintendents in their current role and for those aspiring for promotion to chief superintendent.

The programme is divided into four modules commencing with Equality, Diversity and Human Rights in Action, (EDHR).

The aim of this module is to enable the delegate to develop an in-depth understanding of the operational value of a diverse workforce and to be able to articulate a strategic business case for equality, diversity and human rights focused on maximizing trust and confidence in the police and improving service delivery. The remaining modules are then completed in the following order:

  • Executive Skills
  • Professional Policing Skills
  • Business Skills

The Executive Skills module is focused upon the delegates as individuals using psychometric tools and 360% feedback surveys to make each delegate more aware of their own leadership skills and style. Using keynote speakers and a final presentation to external partners, the module provides delegates with the ability to develop their leadership and coaching skills and examines how they can build better teams and negotiate and influence the key challenges to the police service.

The Professional Policing Skills module seeks to develop delegates in the area of gold command, specifically by giving them the skills to manage both internal and external critical incidents in the workplace. Furthermore it will enhance delegates' ability to develop gold strategies, deal with ambiguity and introduce the national decision making model. The course includes deliveries from subject matter experts that will develop delegate's knowledge of critical incident management. In addition, the Hydra suite, an immersive learning environment, is used to develop operational command skills.

The Business Skills module is set in the context of the Comprehensive Spending Review encompassing the concepts of value for money and the consciousness of the public pound. Delegates are able to draw on the experience of the private sector leaders and receive practical inputs on current business theories (e.g. lean methodology) and innovative HR strategies. Force finance directors are available as tactical advisers to assist the delegates to plan, produce and deliver a business strategy to a panel of multi agency partners thereby developing skills to produce a business strategy and manage change.

Objectives

By the end of each module delegates will be able to:

Executive Skills

  • Develop self awareness of their personal leadership style and emotional intelligence, whilst improving understanding of structures, politics and alliances in order to develop a motivated, empowered and high performing workforce.
  • Explore the nature of ethic, moral and value based decision making; analysing professional and personal standards, balancing individual and organisational rights and responsibilities, to aid ethical policing at senior leadership level.
  • To understand and appreciate how personal values can be affected by issues of culture, diversity and other issues and how they can develop their leadership skills to accommodate and work with a diverse range of values and ethical standpoints.
  • Identify, manage and work with complexity, ambiguity and risk in an operational context, achieving a balance between control and risk within a complex operational, legal and organisational framework.
  • Use the principles, processes legal frameworks within the tri-partite system, working effectively with partners to deliver services to improve connections between the public and the police.

Professional Policing Skills

  • Operate as a Gold commander for demanding incidents and operations.
  • Develop Gold strategies for demanding incidents and operations.
  • Apply the Conflict Management model to develop and review strategies and make command decisions.
  • Identify risks and threats and select and implement management and mitigation measures.
  • Manage information and intelligence from a variety of sources.

Business Skills

  • Develop effective and innovative workforce strategies, manageing performance requirements,equality, diversity and human rights, and deploy finite resources to meet strategic and operational demands.
  • Demonstrate an ability to effectively analyse, review and develop a range of financial and resourcing options against a complex background of performance and other delivery demands.
  • Critically assess, challenge and invest in Information and Communications Technologies (ICT), Science and Technology as key components of business change and performance.
  • Use marketing and communications as a tool for effective business development and as an enabler of community interaction.
  • Apply change management principls to lead in a complex planning, programme and project framework.
