Who Should Attend?

Leading Powerful Partnerships is a multi-agency development programme, aimed at senior leaders in the police service and across the public sector. All participants will require their line manager's support to release them from duties to attend LPP and with learning on return to the workplace.

Police selection criteria

This programme is essential for senior police leaders who want to continue to develop and be the best they can be at their current level / grade and also for those who have the potential to reach the highest levels in public sector leadership.

The programme is essential for those substantive Chief Superintendents / Police Staff equivalent who aspire to complete the Strategic Command Course within the next two years.

It is anticipated that, wherever possible, all police leaders who attend this programme will have completed the Senior Leadership Programme (SLP) before applying for the LPP.

The programme is intended for substantive Chief Superintendents / Police Staff who report directly to a Chief Officer. Ideally, they should have been in a post reporting to a Chief Officer for at least 12 months before attending the programme to ensure that they have the relevant executive level experience around which to contextualise their learning.

By exception, the programme will be open to Superintendents / Police Staff who have some command experience, are experienced working in partnership with other agencies, and have been recommended by their Chief Officer as eligible to attend the Strategic Command Course in the next 12 - 24 months. In these cases attendance on most, if not all, of the modules of the SLP will be essential.

Superintendents and temporary/acting Chief Superintendents who are put forward will need written support from their Chief Officer recommending them as highly likely to be successful in attending the Strategic Command Course in the next 12 - 24 months and participants should be prepared to discuss their personal development plan with their syndicate director when on the programme.

In addition, in exceptional cases, Superintendents / Police Staff not applying for the Strategic Command Course but who are in substantial leadership roles reporting directly either to a Chief Officer or a Chief Superintendent with a Force wide responsibility will be considered, providing they have first completed all of the SLP modules. Superintendents and temporary/acting Chief Superintendents and Police Staff equivalent who are put forward will need written support from their Chief Officer. In exceptional cases, applications may be referred for review by the LPP Professional Reference Group, chaired by a member of ACPO. If the application is approved, participants should be prepared to discuss their personal development plan with their syndicate director when on the programme.

 

Non-police selection criteria

The course is suitable for anyone who is in a public sector senior leadership role. Such delegates would normally be working at director, service director, head of department level or equivalent.

Delegates should have at least 12 months experience in their senior role in order to have experience on which to draw throughout the course. They should also have full support of their line manager to both release them from their duties in order to attend the course, and to support their learning on return to the workplace.

Methods of delivery

This multi-agency programme uses facilitated discussions, presentations and case study exercises to build on and enhance executive leadership skills.

Each evening, a self-service meal provides an ideal networking opportunity and day two features an after dinner speaker. Delegates may be required to complete some work during the evenings.

Assessment process / accreditation details

Delegates will be assessed and receive written feedback at the conclusion of the programme.

Accreditation of this programme through an external body is currently under review. However, at this time, there is no linked accreditation.

Aims

Leading Powerful Partnerships aims to develop the delegates ability to lead within highly complex, changing and ambiguous environments, utilising political awareness to negotiate and influence.

Objectives

On completion of this programme participants will have an enhanced ability to:

  • Lead within financially constrained, changing, challenging and demanding environments, balancing risk, managing performance and complex change issues and applying ethical and values based decision making
  • Engage with communities, demonstrating flexibility of leadership style and political awareness in collaboration with key stakeholders and partner agencies to explore a "leadership of place" approach to public services
  • Apply negotiating and influencing skills resulting in collaborative multi-agency strategies which have a common effective and productive goal
  • Develop strategies which embed and promote equality, diversity and human rights, whilst increasing and maintaining community confidence and maximising the potential of the workforce to improve service delivery
