The PND was launched nationally on 22 June 2011. The PND is a national system that allows users direct access to local force intelligence and other information. The information held on the PND is not new information but comes from existing force systems that support force intelligence, crime, domestic abuse, child abuse and custody business areas. The PND will replace the IMPACT Nominal Index (INI), an interim solution put in place as a direct response to the recommendations in Lord Bichard's inquiry report, following his review of the failings which led to the murders of Holly Wells and Jessica Chapman in Soham in 2002. Since its inception in 2005, the INI has enabled forces to see if another force holds information or intelligence about a specific individual. The PND now offers forces direct access to that information, and details of intelligence about vehicles, locations and events. The NPIA, on behalf of the police service, has worked in close partnership with Logica to design, build and deliver the PND. We are also delivering the necessary business changes to allow the police to maximise the benefits of the PND. Only authorised and appropriately vetted users will be able to access the PND directly. Under the Data Protection Act 1998, individuals have the right to access personal data held about them on the PND. This is known as subject access.
