Commanders who have achieved IPOC competencies who may have shadowed or supported the role of silver or gold commanders.  Commanders who have carried out these roles at policing events where they have applied principles of Keeping the Peace

Overview


The Advanced Public Order Commander Programme is a competency based framework of learning and assessment which has been produced following the major community disturbances of 2001, building upon the many subsequent debriefs, local studies and government reviews.

This programme has been specifically designed for officers who may have completed other public order related programmes, but nevertheless wish to specialise in the public order field as a Silver or Gold Commander, progressing to inclusion in the Professional Register of Approved Public Order Commanders.

This programme is intended to help develop an understanding of the public order command structure, and to enable the candidate to effectively command both spontaneous and preplanned events, including planning, partnerships, developing strategies and reviewing the outcomes of such events.

Aims


To develop the knowledge, understanding, skills, attitude and behaviour in officers, relating to the Public Order command structure, strategy and tactics pertinent to their specific roles, in order to perform the role of Police Commander at a pre-planned or spontaneous Public Order event.

Objectives


  • To examine the role and responsibilities of the Commander at a public order event
  • To test underpinning knowledge of the Manual of Guidance on Keeping the Peace
  • To describe and apply a command structure to a public order event
  • To explain the concepts of community partnership policing
  • To identify and demonstrate command responsibilities in relation to information and intelligence, planning and communication
  • To identify personal development needs to perform actual operational role and prepare and action plan to meet those needs
