The NPIA's priorities as set out in the Business Plan 2010-13, read Summary, reflect the agency's commitment to supporting and developing local and national policing in a fast changing environment. 

The plan, which was produced early in 2010 reflected the current priorities for the policing environment at that time and were derived from the ten year strategic framework Building Capability.

In response to further challenges on policing budgets and resources since the start of 2010, two priorities have been identified as key to supporting the policing landscape today, these are:

• Cost effectiveness and
• Critical national services
