Major review into police leadership and training

Chief Constable Peter Neyroud is to carry out a fundamental review into the delivery of police leadership and training functions at the request of Home Secretary Theresa May.

This will be an important piece of work supporting changes to the national policing landscape set out in the Government's consultation document, 'Policing the 21st Century - Reconnecting the Police and People'. The review will report to the Home Secretary in December 2010 with clear recommendations and an implementation plan, just prior to Peter Neyroud's retirement from the NPIA.

As a consequence of the request and with immediate effect Deputy Chief Constable Nick Gargan will take over responsibility for the day-to-day running of the agency, reporting to Chair of the NPIA Board Peter Holland. Nick Gargan will officially take over the role of chief executive from 1 January 2011.

To ensure continuity at the agency at a time of transition Peter Holland has agreed to the Home Secretary's request to extend his contract to March 2012. There is a continuing need for the NPIA to ensure that critical national services that support the policing front line are delivered effectively, and for the agency to establish ways of helping the police service to save more than £1 billion by 2015.

1. Peter Holland will receive remuneration of £72,000 per annum from the NPIA. Peter is also Chair of Firebuy a Non-Departmental Public Body of the Department of Communities and Local Government which delivers English Fire and Rescue Service procurement at a national level. He receives remuneration of £600 per day for a maximum commitment of eight days a month.

2. All appointments are made on merit and political activity plays no part in the selection process. However, in accordance with the original Nolan recommendations, there is a requirement for appointees' political activity (if any declared) to be made public. Mr Holland has declared that he is not politically active.
