Developing a sustainable mixed workforce is fundamental to the continuing delivery of effective policing services. The utilisation of a demand-led approach to assessing future workforce needs can create new opportunities, enabling and encouraging people from all walks of life to get involved in policing. In a world where the demands on policing are becoming greater, the challenges more diverse and funding is significantly reduced, the need for a different approach to the planning of the workforce is required. Positive action must be taken now to ensure the workforce is: Through an effective workforce, police forces will be able to harness public co-operation and build confidence. Workforce planning is the process of getting the right people, with the right skills, in the right place, at the right time. Within the context of a public service, this widely accepted definition may be extended to encompass the need for optimum value for money, efficiency and productivity. The NPIA, working with The Work Foundation, recently reviewed workforce planning activity in 13 UK police forces and three external organisations. They found workforce planning across many forces has traditionally been short-term, shaped by finances and the supply of officers and staff. It also found that although comprehensive strategic business planning and analysis of demand exists, it is isolated from workforce planning.
