What is Effective Deployment?

Using analysis and rostering software, we are able to help forces be more effective in their alignment of resources to demand and redesign rostering and shift patterns. The scope of this work involves a detailed examination of demand analysis. The software we use has a number of applications (e.g. response, investigation, custody and call handling). The output provides a force with options from a range of financial savings at one end through to improved response times at the other. Reduction in the cost of unplanned police overtime can also be achieved, alongside the wider efficiency and cost effectiveness opportunities. In addition a better service to the public is provided by having more officers and staff on duty at the times they are most needed.

The deliverables are:

  • Diagnosis of current arrangements
  • Developing and testing alternative shifts and resourcing (through simulation)
  • Quantification of benefits prior to implementation

What are the benefits of Effective Deployment?

The NPIA is currently working with 4 forces in implementing Effective Deployment projects: Avon and Somerset Constabulary, South Yorkshire Police, Durham Constabulary and Norfolk Constabulary. All of these forces are undertaking major reviews of the resource to demand alignment in response and investigation. So far, our work with Avon and Somerset Constabulary's Bristol BCU has identified the potential for savings amounting to £1.46 million through the restructuring of its response function. The changes include:

  • The brigading of resources
  • The utilisation of managed appointments
  • The implementation of an improved demand-led shift pattern
