Chief Operating Officer

Paul Minton joined the NPIA as Deputy Chief Constable and Chief Operating Officer in January 2011. He was previously seconded, from the Metropolitan Police, as Chief of Staff at the Association of Chief Police Officers (ACPO).

Prior to this, he was a Commander at the Metropolitan Police, where he had served since joining the police service in 1981 after graduating from Bristol University. During his time at the Metropolitan Police he was the Commander for South East London with overall operational and line management responsibility for eight boroughs. During this time, he led an MPS operational and partnership-based response to gun crime. In 2007, he was seconded to the NPIA as syndicate director and member of the directing staff on the Strategic Command Course in 2007. Prior to moving to ACPO in 2009, Paul took responsibility for Criminal Justice, together with key aspects of Territorial Policing and MPS performance management.

Paul has post-graduate qualifications from Portsmouth and Cambridge Universities in criminal justice and criminology.
