Handlers
Students should have completed a level 2 Standard
CHIS Handling Course or be regularly involved in
CHIS management and use
Controllers
Minimum rank of Sergeant or equivalent regularly
involved in CHIS management.

Methods of delivery

The course is divided into three sections, with the first section dealing with the theory and practice of Defensive Surveillance, the second section dealing with Legislation and Policy and the third section providing an opportunity for the learners to put their new knowledge and skills into practice in relation to the management and use of CHIS.

Assessment process / accreditation details

Students will be assessed, throughout the course using the relevant competencies within the National Occupational Standards (NOS) of the Integrated Competency Framework (ICF) and the Training Standards of the ACPO Manual of Standards (CHIS).

Overview


This course allows existing CHIS handlers and existing or new CHIS controllers to develop their knowledge and operational skills in the management and use of CHIS.

Aims


To provide handlers and controllers with the knowledge and skills to manage a Covert Human Intelligence Source at an advanced level, in accordance with legislative and procedural requirements within the dedicated source environment.

Objectives


  • Define the roles and responsibilities of a handler and controller
  • Identify the opportunities for the recruitment of new intelligence sources
  • Describe the processes and authorities involved when deploying and utilising a CHIS
  • Explain the policy and safeguards relating to source rewards and state the procedures relevant to source payments
  • Identify and manage operational threats and risks
  • Demonstrate the use of appropriate tradecraft skills, including anti & counter surveillance techniques
  • State the procedure relating to witness protection
  • Gather, submit, use, evaluate and disseminate intelligence to support policing objectives.
