Multi Agency Gold Incident Command (MAGIC) Training

Who Should Attend?

MAGIC is aimed at category 1 responders from the 'blue light' services and partner agencies who would normally perform strategic (Gold) command for their organisation during a major incident/civil emergency. 

Delegates must be trained Gold Commanders from Police, Fire and Rescue and Ambulance/Health Services. Participants may include Local and Central Government and the Ministry of Defence(MOD).

This course is designed to provide continuous professional development for trained Gold Commanders or multi-agency gold training for those refreshing their single agency training.

Police Officers - Chief Superintendent and ACPO Officers

Loggists / Staff Officers - This course also offers three staff officers/loggists per course the opportunity to work with their Gold Commander. This is a unique opportunity to develop command team relations and essential loggist skills in a safe environment. The loggist will be able to observe the entire course and work with the Gold Commanders during the exercise.  However, they are not participants and their involvement is not certificated.

Please contact the booking team as soon as possible if you wish to nominate a member of your command team to attend as a loggist.

Course / Module entry requirements

Prior to attending MAGIC the delegate must be able to:

  • Demonstrate Gold / Strategic Command within their own parent organisation
  • Describe their own learning objectives for the course and its place within their own development plan
  • Outline their own agency's role at a Major Incident / Civil Emergency
  • Describe their own agency's major incident and contingency plans, providing an example from their area of work
  • Summarise the contents of the publication "Short Guide to Civil Contingencies"
  • Identify and provide an example of those in their organisation who have undertaken the role of Gold Commander for a multi-agency event
  • Explain and link the four stages of a major incident.

Police officers will be asked to demonstrate evidence of prior Gold training and application e.g. Public Order, Firearms, Critical Incident Command 3 etc.

Course / Module duration

The duration of the course is 3 days.

Methods of delivery

This course will be delivered through a combination of facilitated discussions, table top exercises, role play and input from subject matter experts.

Day one is designed to refresh and develop delegates' knowledge and understanding of some of the under-pinning principals of multi-agency command and is conducted on a workshop basis.

Days two and three are dedicated mainly to the exercise.  Delegates will have an opportunity to work within a multi-agency Gold Group and manage a Major Incident, within a safe learning environment. Each delegate will have the opportunity to take command for their respective agency, applying and developing their existing leadership and command knowledge.

Delegates will also have the opportunity to receive peer and expert feedback on their actions and decisions.

Assessment process / accreditation details

This course is not assessed. The learning objectives are mapped to the Integrated Competency Framework and National Occupational Standards.

Learning logs and reflective journals are provided for all delegates to monitor and map their own learning requirements and development of action plans. Informal feedback from peers, tutors and subject matter experts is available throughout the course.

Occupational Competency to conduct the role of Gold Commander remains an operational decision for the delegate's line manager and parent organisation.

Accreditation of the course through an external body is currently under review.  However, at this time, there is no linked accreditation.

Additional Information

MAGIC will primarily be delivered at either the NPIA Ryton site or the Fire Service College, Moreton-in-Marsh. However, this course can be delivered at other sites at the request of Local Resilience Forums (LRF).

Each course will be jointly facilitated by the NPIA, FSC and DoH. An expert panel will also provide advice and guidance.

Overview

MAGIC is created for strategic level participants from multi-agencies. It meets the requirement under the Civil Contingencies Act 2004 (Contingency Planning) Regulations 2005 for the carrying out of exercises and training of appropriate Category 1 staff with a role in dealing with major incidents at a strategic (Gold) level.

Aims

MAGIC aims to develop delegates' confidence, understanding and ability to perform the role of Gold Commander by planning, implementing and reviewing a multi-agency strategy to ensure the timely resolution of a major incident / civil emergency.

Objectives

MAGIC will assist delegates in developing their performance by providing an opportunity for them to be able to:

  1. Define the roles and responsibilies of different agencies during a major incident/ civil emergency
  2. Take strategic 'Gold' command of a major incident/ civil emergency
  3. Plan, implement and review civil contingency plans and multi-agency communication strategies

Progression

MAGIC provides a solid foundation for delegates to continue multi-agency training with their specific LRF, to meet the requirements of the Civil Contingencies Act (CCA) 2004, by sharing and exercising local plans. This can be facilitated through the application of MAGIC training delivered to LRFs.
