David Horne is Director of Resources at the National Policing Improvement Agency. He joined the Agency in February 2009 from Sussex Police, where he was Director of Resources from 2001 to 2009. He has more than 25 years experience of public sector resource management from working in central government, local government and policing. He has a BA (Honours) in International Development from the University of East Anglia, and a PhD in public policy making from the University of Bath. David is a Chartered Public Finance Accountant, qualifying with honours in 1988. He is also a member of the Chartered Institute of Purchasing and Supply, and a member of the Association of Chief Police Officers where he has been chair of ACPO's Procurement Portfolio since August 2007. He represents ACPO on the national Commissioing Joint Committee. David is also a member of CIPFA's appeal committee and a presenter at police finance events
