NSCAS is a career and leadership development service designed to support senior police officers and police staff operating at Superintendent level and above. Modern policing puts heavy demands on its leaders but with excellent leadership, police forces will be able to meet the transformational objectives set for the future of the service and for the communities they serve. The NPIA commissioned the Roffey Park Institute to conduct a review in order to fulfil an inherited commitment to review the service within three to five years of establishment, and to ensure that NSCAS is as effective and efficient as possible. The review had a number of specific objectives, including identifying key stakeholder requirements, conducting a customer review, and providing advice on the current and potential future operating model. Following the review NSCAS will provide the following services: Previously, NSCAS support could be accessed by superintendents, chief superintendents and staff equivalents through success at a specific assessment process, and by ACPO officers and staff on request. NSCAS also provided a range of other services such as support to the Strategic Command Course and positive action activities. The Roffey Park review recognised the value of NSCAS' efforts with regard to positive action, while highlighting the need for this to be established as a clearer programme of work. We intend to continue to support officers from under-represented groups through programmes such as Releasing Potential for BME officers. Further work is still under consultation with stakeholders. The review highlighted the need to better integrate NSCAS and the courses provided at the National College of Police Leadership. NSCAS will in the short- term provide: NSCAS will support the National College of Police Leadership to deliver any executive development opportunities that may be supplied for members of ACPO. Both the Roffey Review, and the Hay Group paper Stepping Up: Making the move to ACPO emphasised the need to support people making the challenging transition to their first chief officer role. Through this work-stream, NSCAS will in the short-term continue to provide 1:1 executive coaching and development support to new Assistant Chief Constables and Officers.NSCAS Services
Following the review, NSCAS will in the short-term prioritise the services in the following areas:1. Working with forces to identify, develop and support leaders from under-represented groups to assist with retention and progression.
2. Ensuring that learning from the National College of Police Leadership is applied in forces to improve performance.
3. Providing effective continuing support for executive leaders relevant to current and future policing challenges.
4. Supporting new members of ACPO in making an effective step to the executive level and maximising their performance in the new role.
5. Supporting forces' leadership capability in managing performance and change to deliver the most effective and efficient police service
Depending upon future decisions, it may be possible that NSCAS will provide forces with direct support, deployed at Chief Constables' discretion, to force senior talent management processes, and provide development to senior officers and staff. This work-stream aims to support forces in meeting the most pressing local needs in regard to talent management and senior leadership development.
Information for current clients
All current NSCAS client relationships will be bought to a conclusion as part of this transition. By December 2010 the NSCAS Service will cease to exist for traditional clients.Your Development Adviser will work with you to progress any current work as best they can during this timeframe.
