Page Updated 20/01/12 Between the 1st April 2009 and the 31st March 2011 a new trial of the National Police Promotion Framework took place. This built on the work from the original Police Promotions Trial which incorporated work based assessment and the trial had the support of the Association of Chief Police Officers, the Association of Police Authorities, the Police Federation, the Superintendents Association and Her Majesty's Inspectorate of Constabulary. January 2012 NPPF Newsletter, available now, via the Downloads box. The trial of the National Police Promotion Framework ended on the 31st March 2011. A full evaluation of the trial has been completed and this was discussed by the Police Promotion Examinations Board (PPEB) on the 4th May 2011. The Board has made a recommendation which it has presented to the Police Minister for consideration. Forces will be advised of the outcome of the trial as soon as possible. The Police Promotion Examinations Board will of course continue to take account of the Winsor Review and Neyroud Review, ensuring that these important pieces of work are considered once they are completed. The Police Promotion Examinations Board has contributed to these reviews. The National Police Promotion Framework will continue in place for forces to use awaiting the outcome of the reviews and the trial. Although we await the decision of the Minister regarding the future of the NPPF, the Police Promotion Examinations Board continues to review and refine the promotion process. In response to trial force comments, a review the Licensing System was undertaken and a simplified licensing system (dated October 2011) developed. This been posted under 'Trial Documentation' and whilst the licence is currently relevant to the 10 trial forces, it should also be used by forces wanting to explore the implications and requirements of adopting NPPF. It must be stressed that publication of the revised licensing process does not pre determine the outcome of the Ministers deliberations on the roll out of the NPPF. That decision, once known, will be communicated to all forces at the earliest opportunity. The Qualifications and Credit Framework units that have been agreed and are in use by all trial forces can be found here. These units form stand alone qualifications as the rank of sergeant and inspector. In February 2010, the NPPF Project Board met to discuss and agree National Occupational Standards and Qualifications and Credit Framework units for the trial of the National Police Promotion Framework. Developments in NPPF Work-based Assessment
To improve quality and standardisation nationally, forces have had to comply with a licensing system to run the National Police Promotion Framework. Compliance against this will be reviewed by the Police Promotion Examinations Board (PPEB). Forces will be given support to achieve their Confirmed Licenses within a timely period. The PPEB wants to ensure that good quality data can be collected at each stage of the Promotion Framework. We have introduced a new software system that will ensure data is analysed centrally. The NPIA and PPEB is continuing to work with stakeholders and police diversity staff support groups to ensure a fair and defensible process is put in place. NPIA worked with all trial forces and assisted them in obtaining their interim and confirmed licenses. The seven original forces within the National Police Promotion Framework, Bedfordshire, Hertfordshire, Leicestershire, Merseyside, Metropolitan Police, Sussex and Thames Valley have all completed the work required to be granted a confirmed licence to operate. Avon and Somerset have been granted an interim licence and NPIA is working with the force towards its confirmed licence.
